Declaring that under this Guide, the term persons deprived of freedom refers to those
persons who use the public defence service. Specifying that, for the purpose of this
Guide, deprivation of freedom shall be understood as any form of detention or incarceration
or custody of any person in any public or private institution from which such
person is not free to walk out by order of a judicial or administrative authority or any
other public authority.
This REGIONAL GUIDE TO PUBLIC DEFENCE AND THE COMPREHENSIVE PROTECTION
OF PERSONS DEPRIVED OF FREEDOM and the Explanatory Memorandum accompanying
it, intended for Official Public Defenders who form part of the Inter-American Association
of Public Defenders (AIDEF) and the comprehensive defence of the same is
hereby adopted.
